CURBING THE IMPORTATION OF SUBSTANDARD LUBRICANTS
The Liberia Petroleum Refining Company (LPRC) as the regulatory arm of the Government of Liberia for petroleum products has noticed that there are too many sub-standard lubricants on the market. The disclosure was made on Thursday, November 21, 2013 in the LPRC Training hall when LPRC’s Deputy managing Director of Operations (DMD/O) met with importers of lubricant products. As a means of curbing this, the following measures have been put in place before importation.

Liberia National Fire Service (LNFS) Certificate/ Clearance

Environmental Protection Agency (EPA) certificate

Quality Certificate and Certificate of Origin from supplier
The following are the list of accepted Lubricant Certificated Institutions that LPRC may consider:
- American Petroleum Institute-API
- European Automobile Manufacture Association
- Society of Automotive Engineers-SAE
- Japanese Automotive Standard Organization-JASO
- DNV-Germany
These measures are put in order to safeguard cars.
In furtherance, any other certifying company must be submitted and approved by LPRC Marketing Department at least 15 days prior to shipping their lubricants to Liberia.
Also, as a means of empowering Liberians, the following are the new annual lubricant fees.
- Business 90-100% foreign owned $5000.00 USD
- Business 51-89% foreign owned $4000.00 USD
- Business 50-100% Liberian owned $3500.00 USD
Effective date of implementation is January 1st 2014.
The LPRC as per its mandate reserves the right to decide the number of importers on an annual basis. License duration is 1 year.
Absolutely no recycled/non-detergent product shall be allowed for sale in Liberia without special permission from LPRC.
Anyone who imports petroleum or petroleum related products without first obtaining a valid importation license from LPRC shall be liable to a fine equivalent to 3 times the value of the petroleum or petroleum related product and /or seizure thereof as determined by LPRC.
Violators of the Requirement/Policy LPRC shall be liable to a fine equivalent to 3 times the value of the petroleum or petroleum related products and/or seizure thereof as determined by LPRC.
This policy will be strictly enforced by the Ministry of Commerce and other appropriate Law Enforcement Agencies.
