Our executives have a proven track record of leadership within high-growth companies and bring a unique blend of professional experience used to engage teams and drive success at the Liberia Petroleum Refining Company.
 
Sumo G. Kupee
Managing Director and Chief Executive Officer

Professor Sumo G. Kupee is an Administrator and an Economist with vast experience in Development Planning and Public Financial Management.

He has served in the Liberian public sector in a number of managerial positions including Deputy Governor of the National Bank of Liberia, Commissioner of Customs & Excise and Special Assistant and Fiscal Policy Advisor in the Office of the Minister of Finance.

Prior to joining LPRC, Professor Kupee served in the National Legislature as a Senator of Lofa County (2005-2014). During this period, he chaired the Senate’s Committee on Ways, Means, Finance & Budget. This Committee is charged with the   scrupulous monitoring of the approval and implementation of the national budget. Moreover, Professor Kupee is credited for playing a lead role in drafting the Public Financial Management Law and improving the existing investment incentive code which has the potential of bringing about economic revitalization to facilitate poverty reduction.

Professor Kupee holds membership to several national and international professional organizations to include:  Association of Liberian Professional Organizations, West Africa Technological Transfer Network. 

Professor Kupee taught for many years at the University of Liberia and served as Chairman of the Department of Economics. He Holds a Master of Science (MSc.) in Development Economics from the People's Friendship University of Russia (PFUR). 

  
Jackson Fiah Doe, Jr.
Deputy Managing Director for Administration

Mr. Doe joined the Liberia Petroleum Refining Company (LPRC) in 2010 as the Deputy Managing Director for Administration. As the DMD/A, Mr. Doe coordinates the reports of departments, holds consultative meetings with them, and leads the development of the company’s annual report. He is also responsible for the development and execution of the company’s administrative strategies, policies, and procedures. Furthermore, Mr. Doe ensures conformance with administrative policies and procedures by all departments and manages the recruitment and training of all staff of the LPRC, except top management.
 
Prior to joining the LPRC, Mr. Doe worked in several companies. He served as president, Chief Executive Officer and founder of Topflight Inc. in Chicago, the United States Research Analyst, De Paul University, Chicago, Illinois, the United States; Personnel Manager (Call Center) CONWAY-MILKEN, Chicago, and Accounting, Management, Developmental Services of Illinois, Chicago, Illinois.
 
He is an entrepreneurial thought leader who has written several articles on entrepreneurship and leadership. Mr. Doe holds Master of Public administration from the University of Illinois in 1994 and a Master of Business Administration from the Depaul University in 2002.
 
Edwin W. Sarvice
Deputy Managing Director for Operations
 
 Mr. Edwin W. Sarvice is a trained economist and an expert in International social development with over 15 years of experience working with local and international organizations including the World Bank, World Food Program and many grass root development organizations in underprivileged communities.
 
He was appointed as Deputy Managing Director for Operations in November 2014. Prior to joining the LPRC, he worked as Senior Program Officer for the Program Delivery Unit, Office of the President of Liberia responsible to periodically monitor and evaluate priority projects, and provide briefing to the President and Vice President of Liberia on the status of GoL priority projects.
 
Mr. Sarvice has participated and earned honors from many seminars and training programs in the United States, Europe, Asia and Africa. He Holds a Master of Arts degree in Economic Policy Management (EPM) from Makerere University, Kampala, Uganda with sponsorship from the World Bank through the African Capacity Building Foundation (ACBF), and a  Bachelor of Science in Economics from the University of Liberia.

Elizabeth Matu Tubman, CPA
Financial Comptroller

Elizabeth Matu Tubman is an American trained Certified Public Accountant with over twenty years of progressive experience in the Accounting field. Ms. Tubman worked as comptroller at Impact Communication inc., a medical advertising firm located in New York for 18 years. Before joining LPRC in 2009, Ms. Tubman worked with the General Auditing Commission of Liberia as Deputy Auditor General for Administration from 2008-2009.
 
Prior to that period, she served as Director of the Bureau of General Accounting of the Ministry of Finance of the Republic of Liberia where she supervised the execution of the approved budget of the government. She is remembered for reducing the processing time of vouchers from 17 to 5 days. She joined the LPRC family as Director of Finance in 2009. She counter -parted with a financial comptroller of the Governance Economic Management Assistance Program (GEMAP), a partnership between the Government of Liberia (GOL) and the international community to promote accountability, responsibility and transparency in fiscal and financial management. Ms. Tubman is credited for increasing efficiency through the development of new policies and procedures, which eventually led to streamlining expenses and increasing profitability by 20%. As Financial Controller, she heads the Fiscal department and provides oversight on finance and product delivery sections.
 
Ms. Tubman, also graduated from the Prairie View A&M University, Prairie Taxes in the United States of America where she obtain her BSc. and is a member of several professional accounting bodies, including the American Institute of Certified Public Accountants (AICPA) in New York and Virginia, National Association of Black Accountants and the Liberia Institute of Certified Public Accountants (LICPA).
 
Bobby Garseyu Brown
Operations Manager

Mr. Brown joined the LPRC 1997 as Assistant Product Storage Terminal (PST) coordinator. At the refinery, Mr. Brown has gone through the ranks and file of the operations department. He served as Supervisor in the Oil Movement and Supply section; Superintendent, Oil Movement and Supply; General Operations/Terminal Superintendent; Assistant Operations Manager in the operations department.
 
Now Manager of the Maintenance Department Mr. Brown holds an MBA in management from the Cuttington Graduate School and holds certificates from several programs including training in product knowledge and legislation, Wet Stock Reconciliation, Safe Depot operation and Product recovery from PTF Training Limited in the United Kingdom.
 
John Momolu Dukuly
Manager
Management Information Systems

 John Momolu Dukuly has over 20 years of progressive Information Technology (IT), leadership and senior management experience, IT generalist with experience in Enterprise Resource Planning and upgrades and enhancements.

Mr. Dukuly joined the Liberia Petroleum Refining Company in 2008 as Acting Director of Management Information Systems (MIS), with the responsibility for analyzing the company’s business needs, designing and implementing effective IT solutions within a LAN/Wireless/WAN environment.
 
Prior to joining the LPRC, Mr. Dukuly worked for the Office of Information Technology of the State of New Jersey, in the United States, from 1997- 2008. He served in several capacities including Enterprise IT Specialist / Production Services where he provided supervision and project management for a server farm of the state of New Jersey with over one thousand five hundred staff of various locations around the state. During his stay at the Office of Information Technology in New Jersey, Mr. Dukuly demonstrated proven competence in the design, development, implementation and maintenance of a critical US$25 million dollar Information Technology Data Center with over 400 Network Technology (NT), 2000 & 2003 standard, advance and enterprise servers, 100 plus Solaris and Linux servers.
 
At the LPRC, he has spearheaded many leading edge Electronic Data Interchange (EDI) projects such as the development and expansion of EDI warehouse transactions, integrating a variety of information systems which has created significant efficiencies across the company.
 
John Momolu Dukuly holds BSc. degree in Mathematics/Chemistry from the Cuttington University in Bong County, Liberia; Graduate Certificate in Public Financial Management and obtained several certifications in Information Technology in the United States of America, Egypt, India and Ethiopia.
